A public project page that exists before a verified maintainer has claimed it in opub.
An unclaimed project is a public project page that exists before a verified maintainer has claimed it in opub. The page can give donors a public place to discover or fund a public GitHub project.
In opub, unclaimed projects separate project discovery from maintainer setup. Donated compute can be visible at the project level, while compute keys require verified maintainer access before the balance can be spent.
Claiming a project connects maintainer stewardship to the public repository identity. Until then, the project should not imply that any maintainer has configured keys or used the balance.
